Several international organizations like the UNESCO have produced policy documents to commemorate this concept (Florian, Tilstone & Ferguson 2000, Burack, Root, Zigler 1997).

Inclusion is viewed as an optimal educational practice for children with special needs including those with Autism.

Nonetheless, several debates over many aspects continue to beset the notion of inclusion. First of all the understanding and meaning of inclusion varies tremendously in various educational literature.

No single definition has emerged as yet (Harris & Handleman 1997). Often the term inclusion means different things to different people.

Odom and Speltz (1983) coined the word integrated special education class where children with disabilities predominated in a class which had some typically developing children. Mainstreamed special education class was the reverse where a few children with disability were part of a regular classroom.

The Wamock Report defined locational integration as sharing of the same site by special needs and regular students, functional integration was participating simultaneously in educational programs and social integration was shared non-academic activities (Florian, Tilstone & Ferguson 2000).

With the confusion of the concept of inclusion, many interpreted it as placement without regard to the quality of placement (Lewis 1995).

The debate is focused on one question: to what extent should children with special needs be included in regular classrooms? However, Harris & Handleman ( 1997) noted that that physical proximity alone was not sufficient to allow children with autism to benefit socially from integration.

Thoughtful planning which includes concern over various domains of functioning like social, cognitive and communicative is essential to ensure meeting the unique needs of children with special needs. There needs to be a balance between meeting these unique needs and allowing the child to function in as normal an environment as possible.

More recently, it has been recommended that individuals with autism are also mainstreamed in inclusive schools (Burack, Root, Zigler 1997).
